Each tooth of the driver pushes exactly one tooth of the driven gear past the contact point. So when the 10-tooth driver has gone round once, 10 teeth of the 30-tooth gear have gone by: a third of a turn. Three driver turns make one output turn. The ratio is the tooth count of the driven gear divided by the driver's: 30 ÷ 10 = 3. The two gears also turn in opposite directions.
